FAQ

Questions we get every week

Straight answers on duty, documents, timing and returns for goods going into mainland China. Where an answer states a limit or a rate, our guides link to the Chinese government source.

Returns

Which returned goods can come back to China tax-free?

Goods exported from China through cross-border e-commerce channels that return within six months of export, in original state, because they did not sell or the buyer sent them back. China waives import duty, import VAT and consumption tax on them through December 31, 2027. Food is excluded. Other exported goods can get duty relief when they return within one year for reasons of quality or specification.

What does “original state” mean for a return?

The product is in the same form as when it left China: no parts added, no processing, no modification. Customs still accepts goods that someone unpacked, inspected, installed or tested. The goods should be unused, unless the fault only shows in use, or the buyer tried the product and sent it back.

What paperwork do returns need?

The export declaration for the original shipment, and evidence of the reason for the return. For buyer returns, that means return or refusal records from the marketplace, or a return agreement. For stock that did not sell, a signed statement is enough.

I claimed an export tax rebate on the goods. Does that matter?

Yes. You repay the rebate first. Your tax office then issues a certificate, and customs uses it to release the returned goods free of import tax. Factor the repayment into your decision on low-value stock.

Do the returns have to come from Amazon?

No. We take returns from Walmart, eBay, Temu, TikTok Shop and AliExpress, from your own web store, and from third-party warehouses abroad. The customs process in China is the same.

Selling in China

Do I need a Chinese company to sell to Chinese consumers?

No. Under China’s cross-border e-commerce rules, the seller is a company registered outside China that owns the goods. You appoint one company registered in China to register with customs and declare your goods. We arrange that as part of the service.

Which import route fits my product?

If the product is on China’s cross-border e-commerce import list and you sell to consumers online, that route has the lowest tax and the least paperwork. Products off the list and sales to distributors go by general trade. An item priced above RMB 5,000 loses the reduced tax rate. Send us the product and we will check.

What tax does a Chinese shopper pay on a cross-border order?

Inside the limits of RMB 5,000 per order and RMB 26,000 per person per year, the tariff is 0%, and import VAT and consumption tax are charged at 70% of the normal amount. Above those limits, the order is taxed in full at general trade rates.

Does my product need Chinese registration before I can sell it?

Under cross-border e-commerce, customs treats the goods as personal-use articles, so the first-import licenses, registrations and filings that general trade requires do not apply. The product still has to be on the cross-border e-commerce import list. Under general trade, the standard licensing and labeling rules apply.

Customs and documents

What documents does Chinese customs need for a shipment?

A commercial invoice and a packing list for every shipment. Some products also need an import license or a registration held by the importer. Returns need the original export declaration. Tell us the product before you book and we will list what applies.

How much can I send to a private person in China?

A parcel for personal use may be worth up to RMB 2,000. A single item that cannot be divided may exceed that. Customs waives the tax when the amount due is RMB 50 or less. A commercial shipment addressed to an individual has to clear as cargo.

How does customs decide what a parcel is worth?

Customs starts from the price you paid. Keep the invoice, receipt or order record, because customs can ask for proof before it releases the goods. Declaring a lower value is an offense under Chinese law.

Who is the importer of record?

For general trade cargo, a Chinese company with import rights. If your buyer has none, we can act as importer of record and file the declaration in our name. For cross-border e-commerce orders, the seller’s registered agent in China declares the goods.
